Signed in late January 2025, the order authorizes the deportation of international students who participate in protests perceived as supportive of groups like Hamas.

The directive instructs federal agencies to identify and potentially revoke the visas of non-citizen students involved in such activities, citing immigration laws that allow for deportation of individuals who “endorse or espouse” terrorist organizations. Hamas has been designated as a terrorist group by the U.S. since 1997.

The move is part of the Trump administration’s broader effort to address what it calls a rise in campus-linked anti-Semitism, though critics argue it threatens free speech and targets pro-Palestinian advocacy.
